The Government of Andhra Pradesh has taken a decisive step in its maritime strategy, signing a Memorandum of Understanding (MoU) with APM Terminals, part of the A.P. Moller – Maersk Group, to accelerate port and terminal development in the state. Signed in the presence of Honourable Chief Minister N Chandrababu Naidu, the agreement aligns global expertise with local strengths to position Andhra Pradesh as the “Logistics Hub of the East” and Eastern gateway for maritime commerce in India.

Chief Minister’s Vision and Strategic Investment

Chief Minister Naidu’s vision commits to developing a dense maritime network along the state’s 1053 km coastline, with plans to develop marine infrastructure such as ports, fishing harbors, and fish landing centers every 50 km. Currently, the state operates five non-major ports and has four greenfield ports scheduled to be operational by 2026.

As part of the MoU, APM Terminals, which has operated in India since 2004, expressed its intent to invest US $1 billion (approximately ₹85 billion) to support the modernization and development of ports and terminals in Andhra Pradesh. This significant proposed investment is expected to generate 8,000 to 10,000 direct and indirect jobs, simultaneously catalyzing industrial and logistics activity across the state.

Focus on Modernization, Sustainability, and Job Creation

The core focus of the MoU, formalized through the Andhra Pradesh Maritime Board (APMB), centers on establishing state-of-the-art terminals and upgrading ports to international standards. APM Terminals will leverage its global expertise to advise on identifying optimal port development mechanisms, designing project structures, and adopting advanced practices for infrastructure.

The agreement’s scope explicitly extends to fostering sustainable and green port operations. This will involve deploying low-emission technologies, energy-efficient cargo handling systems, and ESG-compliant practices, ensuring the state benefits fully from international best practices and long-term technical support. The impact of this MoU is expected to be transformative, balancing industrial expansion with critical socio-economic development for coastal communities.

To ensure effective implementation, a joint Working Committee with APM Terminals and APMB will be formed by Q3 2025.
