Joint Venture with Saudi PSS Marks Key Expansion Under Vision 2030

COSCO SHIPPING Specialized Carriers has officially signed a joint venture agreement in Dammam to establish its first integrated, multi-functional supply chain hub in Saudi Arabia. The agreement, signed alongside COSCO SHIPPING (West Asia) and Saudi Ports Services & Storage Co., Ltd. (PSS), represents a major step in the carrier’s “End-to-End” logistics strategy for the Middle East.

The new hub is strategically located within Dammam’s core port zone to capitalize on the trade corridors linking Asia, Africa, and Europe. Upon completion of its second phase, the facility will span 100,000 square meters, offering specialized support for multi-purpose vessels, semi-submersibles, and car carriers.

Innovating the “Ship-Port-Yard” Model

The Dammam hub introduces an integrated “ship-port-yard” collaboration mechanism designed to eliminate traditional bottlenecks in the supply chain. Key features include:

  • Last-Mile Efficiency: Specialized focus on bridging delivery gaps to ensure seamless transit from the port to the final destination.
  • Asset Synergy: Direct alignment with COSCO’s specialized fleet to provide priority handling for oversized project cargo and automotive shipments.
  • Enhanced Resilience: A 140,000 TEU annual capacity yard that connects directly to Saudi Arabia’s national rail network, facilitating rapid inland distribution.

Supporting Saudi Vision 2030

This joint venture is closely aligned with Saudi Vision 2030, which seeks to transform the Kingdom into a global logistics powerhouse. By transitioning from a traditional “transport service provider” to a “supply chain partner,” COSCO SHIPPING is deepening its industrial roots in West Asia.

The hub will serve as a critical connection point within COSCO’s global shipping network, promoting more balanced and sustainable trade flows. Looking ahead, the company plans to further optimize its fleet deployment in the region, reinforcing Dammam’s status as a premier gateway for China–Saudi economic collaboration.
