
Pacific International Lines (PIL) and international classification society ABS have signed a Memorandum of Understanding (MOU) to advance practical maritime decarbonization. Signed during Singapore Maritime Week, the agreement establishes a framework to support PIL’s participation in Book and Claim registries. This system enables credible, independently audited claims of emission reductions derived from low- and zero-emission marine fuels.
The collaboration fuses PIL’s extensive container fleet operational data and customer insights with ABS’s deep technical expertise in maritime classification, data certification, and independent assurance.
Independent Verification for Chain-of-Custody Frameworks
Under the terms of the agreement, ABS will serve as an independent third-party verifier for PIL’s fuel consumption, transport activity, and greenhouse gas emissions data. This rigorous oversight provides the transparent verification that international Book and Claim registries require to prevent double-counting and ensure data integrity.
In global shipping, the Book and Claim mechanism functions as a chain-of-custody model where the environmental attributes of eco-friendly fuels are tracked and transferred entirely separate from the physical fuel delivery or use on a specific vessel. By operating under clear governance rules and a trusted registry, the system allows cargo owners and charterers to purchase and report verified emissions reductions even if low-carbon fuels are not physically available on their specific geographical trade routes.
Supporting International Decarbonization Targets
Abhishek Chawla, Chief Marine Officer at PIL, noted that the partnership with ABS enhances oversight and guarantees a reliable assessment of emissions and fuel data. He emphasized that this mechanism supports the broader commercial adoption of alternative marine fuels as global production scales up, while maintaining total accuracy in customer environmental reporting.
Rostom Merzouki, ABS Vice President of Global Sustainability, highlighted that independent data verification is essential to building the industry trust that drives meaningful progress as maritime digitalization accelerates. The long-term initiative focuses on continuous data reporting improvements, directly supporting PIL’s fleet sustainability strategy in alignment with the greenhouse gas reduction trajectories established by the International Maritime Organization (IMO).
