
Renewed Collaboration Focuses on Decarbonization, Remote Vessel Operations, and Talent Development
The Maritime and Port Authority of Singapore (MPA) and DNV have renewed their Memorandum of Understanding (MoU) to strengthen collaboration across maritime sustainability, digitalization, innovation, and talent development. The agreement was signed during the Singapore Norway Innovation Conference (SNIC) 2025 by Mr. Chin Yi Zhuan, Deputy Chief Executive (Industry & Corporate) of MPA, and Ms. Cristina Saenz de Santa Maria, Chief Operating Officer of DNV Maritime.
Building on successful partnerships established in 2019 and 2022, the renewed MoU reaffirms a shared commitment to propel Singapore’s maritime and port industries toward a smarter and greener future.
Driving Innovation and Zero-Emission Fuels
Under the agreement, MPA and DNV will jointly drive research and development, innovation, and test-bedding projects. A primary focus of the partnership is to accelerate the adoption of zero- and near-zero-emission fuels and to promote advanced decarbonization technologies.
The collaboration also includes:
- Remote Vessel Operations: Joint industry projects to trial remote monitoring and operation technologies with the local maritime community and research institutions.
- Smart-Ship Systems: Advancing the integration of digital twins and intelligent systems to enhance operational efficiency.
- Decarbonization Pathways: Developing strategic frameworks to reduce the industry’s environmental footprint in line with global targets.
Mr. Ang Wee Keong, Chief Executive of MPA, noted that the renewal underscores a commitment to co-create solutions that will shape the future of shipping. He stated that by combining regulatory experience with DNV’s global technical expertise, the organizations can accelerate innovation and strengthen knowledge exchange across the maritime ecosystem.
Nurturing a Future-Ready Workforce
Beyond technology, the partnership focuses on industry training and talent development. Initiatives such as the Maritime Innovation Committee, PIER71, and the Smart Port Challenge will be used to nurture the next generation of maritime professionals in Singapore. These programs aim to equip the workforce with the digital and sustainability skills required for a transforming industry.
Knut Ørbeck-Nilssen, CEO Maritime at DNV, commented that the joint efforts will further position Singapore as a center of excellence for maritime research. He highlighted that DNV’s technical and digital capabilities, supported by MPA’s proactive strategic vision, are essential for building a more connected and capable maritime sector.
