NIPPON EXPRESS HOLDINGS, INC. has announced that its group companies, Nippon Express Co., Ltd. and Nittsu NEC Logistics Co., Ltd., were officially selected by the Tokyo Metropolitan Government (TMG) on 2 June 2026 as authorized freight forwarders for a specialized environmental subsidy program.

The initiative, titled the “Corporate Scope 3 (Logistics Sector) Measures Promotion Project (Air and Ocean Transport),” is engineered to accelerate decarbonization across global supply chains by financially incentivizing the adoption of low-emission alternative fuels.

Offsetting the Green Premium for SAF and Marine Biofuels

The TMG subsidy project directly addresses the financial barriers of sustainable logistics by offsetting a portion of the premium costs associated with eco-friendly fuels. Under this framework, corporate shippers operating out of Tokyo can receive subsidies through the end of March 2027 when booking air or ocean freight through the selected NX Group forwarders and opting for:

  • Sustainable Aviation Fuel (SAF): Extracted from renewable waste materials and cooking oils, reducing lifecycle aviation emissions by up to 80% compared to conventional jet fuel.
  • Marine Biofuels: Derived from organic waste biomass, offering a drop-in replacement for traditional heavy fuel oil (HFO) to lower ocean transport carbon intensity.

The program allows commercial cargo owners to claim verified Scope 3 carbon reductions—emissions generated outside their direct operations but within their value chains—while mitigating the added operational costs typically tied to green freight options.

Consecutive Selection and Expanded High-Tech Logistics Scope

The selection marks the third consecutive fiscal year (since FY2024) that Nippon Express has been chosen to administer the TMG subsidy program. The company utilizes its proprietary NX-GREEN SAF and NX-GREEN Ocean programs to calculate, verify, and issue carbon reduction certificates to corporate clients seeking to optimize their supply chain sustainability.

In a new development for FY2026, Nittsu NEC Logistics was selected for the first time. Known for its specialized handling of high-value semiconductors, precision equipment, and electronics, the subsidiary will integrate TMG-subsidized biofuel options into its advanced logistics workflows. This addition enables high-tech electronics manufacturers to implement carbon-reduction strategies without compromising the strict temperature, vibration, and quality control standards required for sensitive components.

Progressing Toward Certified 2030 SBTi Carbon Targets

The expansion of these sustainable commercial offerings aligns with the NX Group’s mid-term ESG benchmarks. In June 2025, the group’s climate roadmaps were formally certified as short-term targets by the Science Based Targets initiative (SBTi), establishing a structured framework for total carbon mitigation.

Specifically, the group has committed to cutting its direct operational emissions—covering Scope 1 and Scope 2—by 50% by the year 2030 compared to a 2013 baseline. Over the same timeline, the company aims to reduce its Scope 3 value chain and subcontracted transport emissions by 25% against a 2022 baseline. These interim 2030 milestones serve as critical check-ins for the NX Group’s ultimate long-term mandate: achieving full-stack carbon neutrality across Scopes 1, 2, and 3 by 2050.

By acting as a primary bridge between regional municipal subsidies and commercial shippers, the NX Group aims to scale up the industrial demand for alternative fuels, driving down production costs and supporting Japan’s broader transition toward carbon neutrality by 2050.
