Strategic “Five Guarantees” Framework to Bridge New Energy Supply and Shipping Demand

Building on the momentum of the 2025 Carbon Peak and Carbon Neutrality International Forum, COSCO SHIPPING and its bunkering arm, CHIMBUSCO, have unveiled a comprehensive roadmap for the large-scale adoption of green marine fuels. The “Green Marine Fuels” sub-forum, held in late November 2025, served as a critical nexus for energy producers and shipowners to align on the future of maritime decarbonization.

As the world’s leading marine fuel service provider, CHIMBUSCO reported global sales of 28.23 million tons in 2024. The company is now leveraging this scale to accelerate the transition to green methanol, biofuels, and LNG, aligning with the IMO’s “Net Zero Framework” and China’s national climate strategies.

Breakthroughs in Green Bunkering and Infrastructure

A central highlight of the forum was the successful realization of a full-chain bunkering closed loop in July 2025. This milestone ensures that green fuels are not only produced sustainably but are also transported, stored, and delivered through a verified, transparent supply chain.

Key technical and operational achievements discussed include:

  • Methanol Bunkering: Progress on the construction of specialized methanol bunkering vessels and the development of mobile refueling skids.
  • Standardization: Leading the formulation of group standards for alternative fuels to ensure safety and quality across global ports.
  • The “Five Guarantees”: CHIMBUSCO reaffirmed its commitment to its core service philosophy—Quality, Quantity, Price, Safety, and Integrity—as it scales its green fuel operations.

Expanding the Green Ecosystem via Strategic Partnerships

The forum culminated in a series of high-level cooperation agreements designed to secure raw material supplies and enhance service synergy. CHIMBUSCO formalized partnerships with several major entities, including:

  • COSCO SHIPPING Energy Transportation
  • Guangdong Construction Engineering Group
  • Guangzhou Gas Group
  • China National Electric Engineering

These alliances are intended to unlock production capacity for domestically produced green fuels, such as e-methanol and advanced biofuels, and ensure their availability at CHIMBUSCO’s network of over 170 ports worldwide.

By acting as a bridge between the energy and shipping sectors, COSCO SHIPPING aims to deliver “one-stop” low-carbon solutions, helping customers navigate the complexities of international decarbonization policies while maintaining operational efficiency on the high seas.
