Abu Dhabi Customs has partnered with CrimsonLogic to develop a new AI-enabled Integrated Customs Operations System (ICOS), supporting the modernisation of customs processes across Abu Dhabi.

Under the agreement, CrimsonLogic will act as the technology developer, systems integrator and innovation partner, while Abu Dhabi Customs will retain system ownership and operational oversight. The initiative forms part of ADC’s broader strategy to advance digital transformation, enhance trade facilitation and strengthen border management capabilities.

Driving Digital Transformation in Customs Operations

The ICOS platform is designed as a centralised digital system integrating key customs functions across the trade facilitation value chain. It brings together processes, data and operational tools within a secure and governed environment, while remaining adaptable to evolving regulatory and trade requirements.

Key capabilities of the system include automated customs processes such as declaration handling, valuation, inspection and post-audit workflows, as well as dedicated support for e-commerce shipments. The platform also enables integration with government entities for licensing and permit approvals, alongside real-time dashboards and AI-driven analytics to support decision-making.

Leveraging AI for Efficiency and Risk Management

The system incorporates advanced AI technologies to enhance operational visibility and efficiency. These include AI-driven risk assessment, predictive analytics, smart document processing and adaptive compliance tools, enabling more accurate and efficient customs operations.

The partnership also includes structured knowledge transfer and training programmes to strengthen institutional capabilities and ensure long-term sustainability of the system.

Supporting Trade Growth and Regional Connectivity

At a broader level, ICOS is expected to contribute to more efficient and secure cross-border trade, aligning with wider UAE and regional customs modernisation initiatives. The system is also intended to reinforce Abu Dhabi’s role as a strategic trade and logistics hub.

H.E. Rashed Lahej Al Mansoori, Director General of Abu Dhabi Customs, said the initiative reflects the authority’s commitment to simplifying and automating trade processes through the use of advanced technologies.

Lawrence Ng, Chief Executive Officer of CrimsonLogic, said the collaboration represents a shared commitment to delivering scalable and resilient digital solutions for public sector transformation.

The system will be delivered in phases, covering development, testing and progressive rollout, with the first phase scheduled to launch in July 2026.
