Global terminal operator PSA Vietnam (PSA) and Lach Huyen International Logistics & Industrial Park (LHF) have signed an investment agreement with Lach Huyen Port Investment Joint Stock Company (LHP) to jointly develop and manage four deep-sea container berths at Lach Huyen Port in Hai Phong.
The deepwater terminal project will span a total designed annual capacity of 4.5 million TEUs. Construction on the first two berths is scheduled to commence at the end of 2026, with operational go-live targeted for 2028. Development of the final two berths will follow in a subsequent phase, working toward complete facility completion by 2035.
Building an Integrated Northern Multimodal Corridor
The project advances PSA’s global “Node to Network” strategy, establishing a strategic deep-sea gateway in Northern Vietnam to connect regional industrial hubs directly with international shipping routes.
The new deep-sea terminal complements PSA’s existing landside assets in Northern Vietnam, including its inland container depot (ICD) facilities in Bac Ninh. By linking these inland freight hubs directly to the deepwater infrastructure at Lach Huyen, PSA and LHF are establishing an end-to-end multimodal logistics ecosystem. This integrated network provides seamless connectivity across road, rail, barge, and ocean transport modes, giving cargo owners and ocean carriers higher efficiency and improved supply chain resilience.
Driving Strategic Growth in Southeast Asia
The development aligns with Northern Vietnam’s rapid industrial expansion, capitalizing on Hai Phong’s specialized Free Trade Zone framework to attract foreign direct investment and support cross-border trade flows.
Nelson Quek, Regional CEO Southeast Asia at PSA International, noted that Vietnam is one of the region’s most dynamic and rapidly growing economies, emphasizing that the project reflects PSA’s long-term commitment to the market. He explained that integrating a strategic deep-sea hub at Lach Huyen strengthens the group’s “Node to Network” framework and enhances connectivity across global supply chains, building a resilient hub to serve international trade.
Nguyen Vinh Hau, General Director of LHF, added that the port project represents an important milestone in establishing Northern Vietnam as a leading logistics and industrial gateway in Asia. He highlighted that partnering with PSA combines world-class port expertise with deep local market insights and the commercial benefits of Hai Phong City’s Free Trade Zone, creating high-performance infrastructure to support future trade growth and elevate Vietnam’s role in global supply chain networks.
