Strategic Partnership Targets Japan’s Expanding Coastal Feeder Market

PT Samudera Indonesia Tbk, through its subsidiary Samudera Japan, has officially partnered with Imoto Corporation to establish Blue Ocean Shipping Co., Ltd. This new entity marks Samudera’s first domestic shipping platform in Japan, designed to capitalize on the growing demand for regional feeder services as global shipping alliances restructure their North Asian port rotations.

The joint venture, headquartered in Kobe, is owned 51% by Samudera Japan and 49% by Imoto Corporation. By merging Samudera’s extensive intra-Asian regional network with Imoto’s dominant domestic footprint, the partners aim to provide high-frequency connectivity across the Japanese archipelago.

Tapping into a Dominant Domestic Network

Imoto Lines is a powerhouse in Japanese maritime logistics, currently commanding a 75% market share in the domestic feeder segment. The partnership provides Blue Ocean Shipping with immediate access to:

  • Extensive Port Reach: A network serving 64 major and regional ports throughout Japan.
  • Initial Fleet: Operations will commence in the first half of 2026 with two container vessels transferred from the Imoto Lines Group.
  • Specialized Expertise: Decades of experience navigating Japan’s unique coastal regulations and port infrastructure.

Filling the Gap in Global Trade Lanes

The launch of Blue Ocean Shipping is particularly timely. Following recent shifts in global carrier alliances—such as the Premier Alliance’s decision to reduce direct Japan-to-Europe calls—the requirement for efficient domestic feeder services has surged. Blue Ocean Shipping is positioned to “bridge” these gaps, moving containers from major international hubs like Tokyo and Yokohama to smaller regional industrial ports.

Beyond infrastructure, the partnership includes a unique maritime labor program, where Samudera will facilitate the deployment of trained Indonesian maritime professionals to support vessel operations in Japan, addressing the region’s ongoing seafarer shortage.

Future Roadmap: Prudent Fleet Expansion

Looking beyond 2026, Blue Ocean Shipping plans to gradually expand its fleet to include small-to-medium-sized container vessels optimized for short-sea regional services. This strategy aligns with Samudera’s broader goal of strengthening its East Asian presence and integrating its shipping, port, and logistics divisions along the most active Asian trade corridors.
