CTL Becomes First Commercial Development Partner for Cloud-Based System Backed by HHLA

omoqo, a Hamburg-based startup backed by Hamburger Hafen und Logistik AG (HHLA), has announced its first commercial development partnership with Cargo-Terminal Lehmann (CTL) at the Port of Lübeck. CTL is now operating with a new type of Terminal Operating System (TOS) developed by omoqo.

The new system, called Terminal Operating Modules (TOM), is a cloud-based, modular platform designed in close collaboration with terminal operators. TOM is specifically built to simplify operations for small and mid-sized terminals by avoiding the rigidity and complexity of traditional legacy systems.

CTL, which specializes in container handling, is utilizing TOM to digitize specific core operational workflows, including container operations. Alexander Berg, Head of Operations at Cargo-Terminal Lehmann, stated that the company was looking for a solution that would deliver real operational impact without requiring a massive system overhaul. With TOM, they have been able to improve transparency and reduce manual workload without disrupting day-to-day business.

The implementation at CTL was completed in just eight weeks, with onboarding and training designed to be minimally invasive to ongoing operations. Initial results have shown measurable improvements in data quality and process visibility. The long-term goal for CTL is to gradually replace manual tasks and fragmented tools with omoqo’s TOM.

Niko Kaufmann, Managing Director of omoqo, noted that omoqo is not offering a finished product but is instead “building a new standard together with the industry.” CTL is their first commercial development partner, and omoqo plans to onboard additional co-creators to iteratively expand TOM’s functional scope based on real-world feedback. TOM’s rapid deployment and modular nature allow terminals of any size to benefit from digitalization without large up-front investment or a lengthy implementation process.
